What was once a small municipality in Ilocos Sur is now given the name “Tobacco Capital of the Philippines,” for being the country’s largest Virginia-type tobacco producer.  The Tobacco Festival itself is already a unique tradition, for it promotes an industry mostly frowned upon the rest of the world due to health concerns. But while it does not encourage smoking, it does pay tribute tobacco’s role to the city’s economic growth and prosperity.  –
