Ilocos Sur  is a province of the Philippines located in the Ilocos Region in Luzon. Vigan City, located on the mouth of the Mestizo River is the provincial capital. Ilocos Sur is bordered by Ilocos Norte and Abra to the north, Mountain Province to the east, La Union and Benguet to the south, and the South China Sea to the west. –

How to go to Vigan, Ilocos Sur via Plane

Entry point via plane to Ilocos Region is through Laoag in Ilocos Norte. From there, Vigan is an hour and a half travel by land. Among the buses that traverse Laoag and Vigan are Fariñas Bus, RCJ Bus Lines, Partas Bus, and Florida Bus. 
There are no direct flights to Vigan, unless via chartered plane by Sea Air, which you can arrange with them.

How to go to Vigan, Ilocos Sur via Car (Private Transport)

Travel time from Manila to Vigan City is 8 hours along Manila – Ilocos Highway. That is, if you won’t consider stop overs. 

How to go to Vigan, Ilocos Sur via Bus (Public Transport)

Partas Bus and Dominion Bus are the most common buses that travel to Vigan.  Check their travel schedule at least a day before your trip:

Partas Bus Pasay Terminal:  (+63 2) 852 – 8194

Other Information

There is an extensive road network that leads to the province from various parts of Luzon. There are several bus lines that ply the Manila-Vigan route. Among these are: The Philippine Rabbit us Line, Partas Co., and Dominion. The 405 km distance from Manila to Ilocos Sur is a comfortable and scenic seven hour ride.

If you’re coming from abroad, the fastest way to get to Ilocos Sur is through Laoag International Airport. Laoag International Airport is in Laoag City, the capital of Ilocos Norte. Laoag International Airport caters to international flights from the USA, Taiwan, Macau, Hong Kong and Guangzhou, China. If you’re coming from Manila (via Manila International Airport), you can take Philippine Airlines which flies to Laoag City four times a week (except Wednesdays). Make sure you check with the airlines as schedules do vary. To get to Ilocos Sur (Vigan) from Laoag City, you can easily take public transportation. Travel time usually takes 1 hour and 30 minutes (80 kilometers).  –

The climate is generally dry as defined by the Hernandez climate classification—the dry months are from October to May. However, the southernmost portion, Cervantes, is humid and rain is evenly distributed throughout the year while the eastern part of Sugpon is drier. August has the most rainfall while January and February have the least. The mean temperature in the province is 27 degrees C. January is the coldest. –
